Entry Trail is a development prototype for reviewing HTS classification drafts. Inspect ranked candidates, their GRI reasoning, and cited ruling records. Licensed customs brokers remain responsible for legal determinations.

Inspect the classification argument

Compare the ranked HTS candidates and read the draft reasoning. Citations are checked against retained CROSS ruling records; unresolved citations are removed and recorded status flags remain visible. Whether a ruling supports the classification is for the broker to assess.

What the prototype covers

  1. Review the invoice text

    The prototype extracts merchandise descriptions from supported invoice PDFs. The broker checks the source, selects an article, and confirms its wording before classification.

  2. Inspect the draft

    Review ranked HTS candidates, GRI reasoning, cited ruling records, and validation results. The draft supports the broker's review; it does not establish the classification.

  3. Record the review action

    The review flow records an accept or an override. An override includes the corrected HTS code, an error type, and a root cause for the broker's correction.

  4. Reopen the saved run

    Return to the recorded classification draft, validation results, and any saved memo or review action. The broker can inspect what was recorded for that run.

The broker makes the determination

The prototype records the review action with an entered license ID and a timestamp. Overrides also retain the corrected code and the reasons entered by the reviewer.

Reviewer authentication and license verification remain in development. Entering an ID does not verify that the reviewer is a licensed broker; legal determinations remain the licensed broker's responsibility.

Still in development

  • Full customs valuation, duty and fee calculation, and filing are not implemented in the current prototype.
  • Post-entry monitoring and a searchable firm precedent store remain in development.
  • Production validation and persistent source-document highlighting remain unfinished. Brokers must check extracted wording, omitted lines, and missing attributes against their sources.
